Human Resources Department Staff

David P. Trainor joined the Connecticut State University System in 2000 as associate vice president for human resources at Eastern Connecticut State University. He was appointed to his current position in June 2006. Mr. Trainor has many years of public sector human resources and labor management experience in the municipal, public schools (PK-12) and higher education sectors. A graduate of Holy Cross with a BA in history and the New England School of Law, he is active in a number of public and private public policy activities.

As associate vice chancellor for human resources and labor relations, Mr. Trainor is responsible for the management of systemwide human resources, labor and employee relations programs and policies and the human resources function for System Office staff.

Laurie G. Dunn joined the human resources staff of the Connecticut State University System Office in 1988. She has served on the negotiating teams for the CSU-AAUP and SUOAF-AFSCME for the last six contracts (1990-2011). She has also coordinated two systemwide implementations of HRIS software. A magna cum laude graduate of Central Connecticut State University, holding a BS in management with a specialization in human resources, Ms. Dunn is active in a number of human resources and labor relations professional organizations.

As human resources and labor relations manager, Ms. Dunn is responsible for systemwide and System Office human resources programs. Her primary assignments include labor and employee relations, collective bargaining, labor contract administration, employee performance review administration, compensation and classification administration, human resource policies and procedures, HRIS and reporting.

Ellen Mantel
has served the State of Connecticut for over 20 years in the area of human resource management. Ms. Mantel attended Syracuse University, majoring in industrial design, before pursuing her career in public service. She joined the Connecticut State University System Office in 2001 and as the human resources manager, is responsible for systemwide and System Office human resources programs. Primary assignments include compensation and benefits administration, employment and recruiting, employee orientation and enrollment, job analysis and classification, human resource policies and procedures, employee records management. Ms. mantel also manages the System Office Affirmative Action effort to assure promotion of equal opportunities and the System's compliance with human rights regulations.
